Dr. Abdul Khabir is a distinguished public administrator, researcher, and author with a unique combination of scientific expertise, administrative experience, and commitment towards community development. A qualified Bachelor of Veterinary Science (BVSc) professional and a successful qualifier of the prestigious Jammu and Kashmir Administrative Service (JKAS), Dr. Khabir has built an impressive career dedicated to public service, governance, social welfare, tribal development, and inclusive growth.

A Career Rooted in Service
Currently serving as Deputy Director in the Tribal Affairs Department, Government of Jammu and Kashmir, Dr. Khabir has been actively contributing towards the formulation, implementation, and monitoring of initiatives aimed at improving the socio-economic conditions of tribal communities. His work focuses on strengthening livelihood opportunities, promoting social inclusion, improving access to government schemes, and ensuring sustainable development among marginalized sections of society.
With more than 12 years of extensive administrative experience, Dr. Khabir has served in several important government positions. He has served as Tehsildar Mendhar and Tehsildar Thanamandi, handling responsibilities related to revenue administration, public grievance management, and coordination of government activities at the grassroots level. He also served as Child Development Project Officer (CDPO), Kalakote, contributing to welfare initiatives related to women and child development, and as District Social Welfare Officer, Rajouri, strengthening social protection mechanisms for vulnerable sections of society. His tenure as Block Development Officer further enriched his understanding of rural development planning and participatory approaches to local governance.
Strengthening Grassroots Democracy
During his tenure as District Panchayat Officer, Rajouri, Dr. Khabir made notable contributions towards strengthening Panchayati Raj Institutions and grassroots democracy. Under his leadership and guidance, four Gram Panchayats from his district received the prestigious National Panchayat Awards 2020, recognising their excellence in local governance and developmental practices.
He played an important role in designing course content and training modules for capacity building of newly elected Panchayat representatives, and was invited by the National Institute of Rural Development and Panchayati Raj (NIRDPR), Hyderabad, for the Orientation Programme for Newly Elected District Chairpersons, Vice Chairpersons, and Block Presidents in 2020. He is also a certified Master Resource Person by NIRDPR, Hyderabad, reflecting his expertise in governance training and institutional capacity building.
Dr. Khabir has also contributed significantly towards youth development through his role as Officer on Special Duty (OSD) for Mission Youth Jammu and Kashmir, supporting initiatives related to skill development, entrepreneurship, and capacity enhancement for young people.
