Elon Musk’s Starlink Reapplies for India Approval of Nearly 30,000-Satellite Gen 2 Network, Eyes Direct-to-Mobile Connectivity

Elon Musk’s Starlink has renewed its efforts to enter India’s rapidly developing satellite-communications market, submitting a fresh application to India’s space regulator, the Indian National Space Promotion and Authorisation Centre (IN-SPACe), for approval of its next-generation Gen 2 satellite constellation.
According to The Economic Times, the new application seeks authorisation for nearly 30,000 satellites operating in low Earth orbit (LEO), at altitudes of approximately 340–615 kilometres above Earth. The major difference from Starlink’s earlier proposal is the inclusion of newer capabilities such as Direct-to-Device (D2D) connectivity.
📡 What is Direct-to-Device technology?
The most important part of this development is Direct-to-Device connectivity.
Unlike conventional satellite internet, which normally requires a dedicated satellite dish or terminal, D2D technology is designed to allow satellites to communicate directly with compatible ordinary mobile phones. This could potentially provide connectivity in locations where conventional mobile towers or fibre networks are unavailable.
Starlink has itself argued in submissions to India’s telecom regulator that satellite-based D2D services could help expand connectivity, improve disaster recovery and provide more resilient communications during emergencies.
In practical terms, the technology could be particularly valuable for remote villages, mountainous regions, islands, disaster-hit areas and locations where building conventional telecom infrastructure is difficult or expensive.
🛰️ Why is Starlink applying again?
This isn’t Starlink’s first attempt.
The company had previously sought approval for its Gen 2 constellation, but IN-SPACe rejected the earlier application because certain technical features and spectrum bands did not conform to regulatory requirements. India subsequently authorised Starlink’s Gen 1 constellation of 4,408 satellites in July 2025, but that approval does not mean Starlink has already begun commercial operations in India.
The fresh application comes as India works on its evolving regulatory framework for satellite communications and considers rules surrounding D2D services and additional spectrum bands.

Starlink is not alone.
Companies including OneWeb, Jio’s satellite venture with SES and Amazon Leo are also positioning themselves for India’s satellite-connectivity market. However, commercial satellite services have yet to fully launch because important issues including security clearances, spectrum allocation and regulatory rules remain part of the process.
That makes Starlink’s latest application important: India could become one of the world’s major markets for satellite-to-phone and satellite broadband services.

If the necessary approvals eventually come through, Starlink could offer another way to connect areas that are difficult to serve through terrestrial infrastructure.

Starlink has NOT received this new approval yet.
Today’s development is that Starlink has reapplied for authorisation for its Gen 2 constellation. The application will still have to go through India’s regulatory process. Reuters specifically cautioned that it could not independently verify the details reported by The Economic Times.
The company does already have authorisation for its Gen 1 constellation, but commercial Starlink services have not yet begun in India.
